Ridiculous...imagine buying a car and not having enough gas to drive it of lot.
I guess the 'bright' side is we are getting a new server verion.

Exchange 2003. Client access licence 2003. Outlook 2003. You buy the server, you buy the CAL and it gives you the right to install Outlook 2003.
Ah said the masses, but we already own Outlook 2003 as we bought Office for everyone. We've wasted our money.
Exchange 2007. CAL 2007. Office 2007. You buy the server, you buy the CAL and you've already for Office. Now you just need to work out if you need Enterprise CAL (unified messaging licensing) as well as Standard (normal / any use) or just Standard.
ready for" doesn't = "I have it now"
Even worse is that we bought 2007 cal but will run/install 2003 for a while (until we get new HW...who knows when)
....so yaaay I have to buy cals for outlook separatly or buy new office....as confirmed by MS rep.
