Outlook is requesting data from server

I have Exch 5.5 SP4 running on a NT 4.0 SP6a box. All my users running Windows 2000/XP and Outlook 2002 get this "requesting data" message when they click on the "To" button to bring up the Global Address List, or when they click on "Send" on an internal or external e-mail. My Win XP/Outlook 2002 machine seemed to be the only one that was immune to this. I just recently got a new computer with XP and Outlook 2003, and I am now no longer immune. Seems like every time I want to use Outlook it has to request data from the server for 30 seconds or a whole minute. All my desktops are patched with the latest Microsoft patches. All my Win 2000/Outlook 2000 people have no problem whatsoever.

Does anyone know what might be causing this "requesting data" delay?
 
My users are experiencing the same problem. I've tried disabling the "Enable Instant Messaging for Outlook" option under tools/options/other..

It seemed to help reduce the frequencey of the message. A few users have reported that they do not get the pop up at all.

I'm still looking for the complete resolution of this, I believe that it's something in the new "features" of Outlook 2K and above though..
