The link delivers a standard VCard, as far as I can tell.

You can create your own vcs file by creating the calendar entry in Outlook then clicking on that entry and doing a File\Save As and selecting the .vcs format.

The file is plain text.

You can read about the specs for vCard and vCalendar (also known as iCalendar) at this link.
