Outlook Express Won't load Address Book 3

I am running Windows XP Pro. My emil program was working fine. I had a power failure, and when I rebooted my address book in Outlook was missing. I found the error saying msoe.dll was missing. I re downloaded it, but still cannot open address book. Can anyone give advice that might correct this problem?
 
Go to add/remove programs in the control panel, find Internet Explorer. Hit add/remove, then choose the repair configuration option.

Thanks for the tip! I tried it and now says it can't find file iis.inf to open the application. I don't want to have to re-format and re-install windows. Is there any way to keep from having to do that?
 
Really? So this happens when you tried to repair Internet Explorer, or did that finish and now you get this when you open Outlook Express? Can you post the exact message?

Exact message is as follows. Cannot open file iis.inf error code is 0x2 @ line 2088999411. Thanks for your help!
 
I'm sorry, but you missed my other question, when did this happen? Also, SP1 or SP2?

SP2 Guess I misread it sorry. First time I have used add remove windows componets part of control panel. So I really don't know if it has done it before now or not.
 
Unless you're running a web site or something on that machine, I would remove IIS (Internet Information Services) from Control Panel, Add/Remove Windows Components. This should not be related to OE in any way.
 
I don't run a web site, and I cannot access add remove windows componets part of add remove programs list.
 
Okay, let's try this again.

1. Where does that error pop up? Does it pop up when you try to repair Internet Explorer, or does it pop up when you open Outlook Express.

2. What happens when you try to access add/remove Windows Components?

Message about msoe.dll happens every time I try to access the address book. The iss.inf code pops up when I try to access the add remove windows componets part. I tried to go to the repair part of my disk, but got a message saying couldn't access the dynamic link library.
 
You seem to have a few things going on. Maybe the best start would be to run System File Checker. Using Start, All Programs, Accessories, open a Command Prompt. Then type sfc /scannow. Let that run through and let us know if that fixes anything.
 
If you still have trouble, you might try scanning for viruses and spyware. If nothing is found, run a scandisk in safe mode, it sounds like the file system was damaged. If that still doesn't do it, I would reinstall the operating system.

Used McAfee and adaware to scan for viruses and spyware both came back negative. Gusee I'm going to have to reformat after all. THANKS FOR ALL OF THE HELP!
 
Never could get it to load. Seems like I've had several files deleted from my computer.I went to .dll files and downloaded the msoe.dll file, Still seems like it did not install right. Address book will still not open.
 
You should be able to backup your address book manually. Simply navigate to the address book folder and copy it or try to open it from the location with the outlook express closed.
The address book should be located at:
C:\Documents and Settings\"your name"\Application Data\Microsoft\Address Book\"your name".wab
Remember, it's the WAB file you need.

You must display hidden files and folders in order to get to this location.
