Outlook Express not able to send mail from home

I am able to download my mail from the Exchange Server 2000 using POP3. Now, when I try to send a message using SMTP, it won't let me.

What should I do?

The error is below:

The SMTP server returned an error. Account: '10.0.0.99', Server: 'mail.sbcglobal.net', Protocol: SMTP, Server Response: 'SW Bell Customers Only!', Port: 25, Secure(SSL): No, Error Number: 0x800CCC60

When I try the public IP address, I get the same thing when trying to send. What do I need to configure to have the Exchange server authenticate?

I think I only open to relay on internal server? Is that what you are asking? What do I need to do for me to to send email from anywhere in the world?

I guess that depends on how you're connecting and authenticating, you may need to allow anonymous access. Is this server openly available on the internet, or do you make a VPN or dial-up connection?
 
are you using a mail exchanger?

like mail.mycomp.com, if so try computername.mycomp.com for the setting for smtp server internally.
