outlook express limits?

One of our computers running Outlook Express will only let 100 messages download. It will not allow any other messages to be received until some of the existing, unopened messages have been deleted. It also kicks back to the sender that the mailbox is full, even though it may have 4 megs open. I cannot find any settings that control the number of receipts. He is using ME operating system. Any suggestions?

If it is for newsgroup messages go to Tools, Options, Read, and change the number of "headers at a time".
Click apply, OK, close OE, reopen and test.
