Outlook Express error MSOE.DLL 1

I have Windows ME. I cannot use Outlook Express as the message "MSOE.DLL. Msimn will now close" appears as soon as it is clicked on to. Any ideas on how to get rid of this? At the moment I am using the internet to access my email.
 
Try this.

1. Click start--find files--and search for folders.dbx. When found right click on it select rename and rename it to folders.old and then click off the file somewhere or hit enter to make the change. Then try Outlook.

2. If that doesn't work check this. Click start--find files--and search for *.dbx including the asterisk. For each .dbx file that's found right click on the file and select Properties. If any have a check in the Read-only attribute box remove the check so that box is empty then click ok. The .dbx files should only have the Archive check box selected.
 
Thanks, Kento. I have tried to rename - there are two files of the same name found in search. First file successfully renamed 'old'. System wouldn't let me rename second file as it may be in use by other source (?) I have put them both back to Folders.dbx. Searched for *dbx. and all OK there.

I have downloaded Internet Explorer 6 thinking this might solve the problem but all is as before with the same error message. I can access email through a roundabout way - Dial networking and on to the Internet but this isn't how it should be! I feel I have tried everything now unless someone comes up with something new. Anyway, many thanks for trying.
