Outlook Express Error Message

An associate of mine is having a problem with Outlook Express on her home computer. She continually receives the following error message whenever she attempts to send e-mail:

Protocol: SMTP, Port: 0 Secure(SSL): No, Error Number:0x800C0131

According to her, when she gets this message she must then restart her computer because it crashes. Does this make any sense? I would like to help her but, I am not sure how. Does anyone have any suggestions?
 
Can/did you double-check the email accounts with the ISP? This happens on ALL outgoing emails? Only when replies? Never heard of having to *restart* as a result--do they know how to end task?

What version of OE and have they tried removing and reinstalling? dreamboat@nni.com
