outlook express and "filtering" addresses from outbox

I have lists of email addresses that individuals have given my company - on registration forms, etc. I would like to set up a system that in the event in the future people tell me that they would not like to receive email from me - I can have the email addresses in the outlook express outbox compared to some masterlist and if the address is on the master list then the address is deleted from the email being sent out.
- kind of like the outlook express rules - for the inbox but now for the outbox.

Is there software I could by - or a friend of mine mentioned a script to compare it to a list in Microsoft Access.

There's lot's of software to control and maintain mailing lists. Outlook Express's rules could possibly be used, but they would have to be applied manually each time. Depending on how complex your mailing list is, you could use the group function OE's address book.
 
How could you use the Outlook Express rules for outgoing mail?

I don't think the group thing would work.
Any names of software you could recommend? I don't want to shift all of my lists to another program - Just have it filter the address on the way out.
