Outlook Express 6 will not Start
Just, updated my son's PC (P11-350 on a GA686BX Board)to Windows XP Pro, over ME (due to the large number of programs already installed), so a fresh install was not a good option for me.
Now Outlook Express will not start saying "unable to open OE Message store. Your Computer may be out of memory or your disk full Contact Microsoft support Err Msg (0x8007000E, 3)"
Then "OE could not be started because MSOE.DLL could not be initiated. OE may not be installed correctly"
Have plenty of Disk space, plenty of RAM and running IE6 (Not SP1 as SP1 will not install!)
Have searched the MS KB without any helpful result for IE6.
I guess I could always install a different e-mail client, but this is not the solution I need. It would be nice to uninstall IE6 and do a re-install, but I believe this is not possible. Any advice will be gratefully accepted, thanks,

See if this works:
Start>Settings>Control Panel>Add/Remove Programs.

On the Install/Uninstall tab, click Microsoft Internet Explorer Internet Tools, and then click Add/Remove.

Click Add a component, and then click OK.

Click Outlook Express in the list, and then click Next to install Outlook Express
 
Thanks for the quick replies. Tech4DMa, I tried your suggestion, but without any change to error message.
I have printed out the details from the 3 MS Links provided by bcastner and caredully worked through them, again without success. So I have just finished a few very bold deletes in the Registry and removing anything with Outlook Express, then did an uninstall of Win XP back to ME, ran Ultra Win Cleaner 2002 and right now attempting a re-install of XP again, with fingers crossed. If all this fails I will do a fresh install and my son can have the pleasure of re-nstalling his apps, but I will save his Documents etc to CD.

A fresh install is always the best, save your apps etc then put XP on fresh, you will be glad you took the extra time. Good luck....
 
Thanks for all the advice, greatly appreciated and the problem has now been fixed with help of the above suggestions!

I have had the same problem as Rosco did, attempted to resolve the issue in the manner suggested by linney. I am not sure what I did wrong because Outlook Express still does not work properly. If anyone can help me out, I would greatly appreciate it.

Give us a few more details of your problems and error message, and your setup.



In the meanwhile some general things to try.

See if System Restore will get you back to a restore point before your problem with OE.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.

Thanks for the quick response. I recently upgraded my PC from Windows ME to XP Pro. The problem with Outlook Express occurred after the upgrade, so I am not sure if the System Restore could really do anything about that.

The error message I get when trying to open Outlook Express is "Outlook Express cannot be started. The application was unable to open the Outlook Express message store. Your computer may be out of memory or your disk full. Contact Microsoft support for futher assistance.(0x8007000E, 3)"

Followed by "Outlook Express could not be started because MSOE.DLL could not be initiated. Outlook Express may not be installed correctly."

Disk space or RAM are not an issue here either.

This is the same error message Rosco seemed to be getting. When I enter %SystemRoot%\Inf in the Run Box, I can locate the MSOE50.INF file. When I right click it and select install, I receive an error message saying "Setup cannot copy the file setup50.exe. Ensure that the location specified is correct, or change it and insert 'Outlook Express Files' in the drive you specify."

When this happens, I find the file and copy it to C:\PROGRAM FILES\OUTLOOK EXPRESS and then it moves on, giving me the same error message for a couple other files. I locate them, copy them to C:\PROGRAM FILES\OUTLOOK EXPRESS and it moves on. The files I moved to there were 9xmig.dll, directdb.dll, fixmapi.exe, and mapistub.dll. The names of these files were the ones that I was prompted to find. After I copied those files to C:\PROGRAM FILES\OUTLOOK EXPRESS, all of the prompts go away and it seems as though nothing changed to Outlook Express. It still will not open and still give me the same original error message. (0x8007000E, 3)

Wouldn't hurt to try and reregister some of the Dll's mentioned in this old article, including Msoe.Dll.

So many problems are carried over from one operating system to another, that is why most people (I do anyway) recommend a clean install and a fresh start rather than an upgrade.
You can use your upgrade version of XP for a clean start after formatting and not just for a in place upgrading of ME.
 
A note by Frank Saunders, MS-MVP OE may help my reasoning this is not a program file issue, but a datastore one:

This generally indicates corruption in the message store.
Start by moving Folders.dbx to an empty Windows folder (with OE closed).
Note: the DBX files are hidden in Win2K, WinXP and Win2K3. You will lose your folder hierarchy and the lists of newsgroups on the news servers, but it might get you into OE.

If that doesn't do it then move all of the DBX files to the same folder as Folders.dbx (again with OE closed). You should now get into OE. Try importing the messages from the folder you moved the DBX files to. If you can't, you can use this tool to extract the messages:

DBXtract (free):

Note: It can take a long time (days with really large folders).

The messages can then be dragged from the Windows folder back into a folder in an open instance of OE.

The key is the error (0x8007000E, 3) indicates a filestore problem, not a program file issue per se.
 
Have you thought about 'Mozilla 1.6'? Fantastic program go to goggle enter 'mozilla.org' look for the above 'download' and enjoy, you will never go back.
