Outlook clients not getting new mail ...

Scenerio:

Exchange 2k3 Enterprise on Server 2k3 Enterprise.
Users are begining to complain that new mail is only
showing up after they click off the inbox onto another
folder such as deleted items/calendar etc.

At first there were a couple of people that were complaining about the problem, then a few more....now everyone is affected.

On a machine that is having the problem:
XP with SP2 or Windows 2k with SP 4 / Outlook 2k3....we have verified that the new mail notification has not changed..and we installed a new a machine to see if it would experience the same symptoms...eventually it did.
 
Ok, the XP SP2 computers, make sure that Outlook is on the allow access list for the Firewall. For both, if Office was an upgrade from a previous version to either Office 2003 or just Outlook 2003, delete the profile and re-add it.

When you did the new machine, what OS was it, 2000 or XP w/SP2?

An then the basics, how are you using exchange, do you use RPC over HTTP and do you have the profiles cached?

....they are not upgrades.
new machines were xp w/sp2
Some are cached ... some not...all have the problem.
Logging doesn't show a problem.

Exchange is not using RPC over HTTP....
