Outlook clears password after network password change

I have a Windows 2003 network with XP Pro Clients. I'm using Outlook 2003. We use an ISP to provide us with email. The problem I'm having is when a user changes his/her password on the network. The password field in outlook clears (even though the save password box is checked) and the user has to enter their email password, which they usually don't know as I maintain them. They are two separate/different passwords. I maintain the email passwords through our ISP's website. I don't change them often and I don't want to have to change them everytime a user changes their Windows password. Does anyone know why or how this is happening and how to prevent it from happening? Thanks!!
 
You can have a look at this and see if it might apply?

This fix also applies to Outlook, other programs that store passwords in the Protected Storage System Provider sub branch of the Registry.

I have this same exact problem, and no matter how many times I apply the fix that Doug Knox outlines, it continues to happen. Every time this person shuts down Outlook and then re-opens it, the network password dialog box keeps popping up. Can anyone give me an idea why going into the regedt is not working?

Have a look at the Properties of any particular user in Computer Management/ System Tools/ Local Users and Groups/ Users

Prevent changing password.

Specifies whether the user cannot change the assigned password. This option is usually selected only for accounts that are used by more than one person, such as the Guest account.
This setting has no effect on members of the Administrators group.

Read this (again) and make sure you are complying with it fully.

Is it only Outlook which has a bad memory or are the problems logging on to the Network too?

Is the person an Administrator? If not temporarily promote him, try the various fixes, and see if they hold.
