When you archive emails in Outlook, does it keep these emails as part of the Exchange database? I know the file is usually stored under the User folder on the computer, but I dont know if this data is backed up.

If you archive through outlook, it's stored in a local PST.
 
It won't be backed up and PST files are not a clever way of working.
 
What is a clever way then? One of my users mailbox is now over 4 gigs but it contains files he needs. What can I do to decrease the size?
 
Get rid of the files he doesn't need. IF the mail has business value, then keep it. If it doesn't hav e business value, then get rid of it.

 
Why keep files in e-mail unless he needs to constantly refer to them along with the original message.

Put them on a file server.

Extract the attachments to a file server as Neill says. Or keep them on Exchange.
