Outlook 98 new messages not appearing

I recently upgraded a PC that ran Win98 and Outlook 98 with no problems.
I put WinXP on the machine and reinstalled Outllok 98, all seemed fine and except when an email was sent to the user it would not appear in their inbox until another item was opened.
Even if I run Send / Receive the new item does not appear.
 
I think I have found something in MS KB that might help you:

SYMPTOMS
If you check your MSN, The Microsoft Network, Post Office Protocol 3 (POP3) e-mail account with Outlook or Outlook Express, you may no longer receive any new e-mail messages. You do not receive any error messages, and you can successfully send e-mail messages from your MSN POP3 account.
CAUSE
This issue can occur if you installed and ran MSN Explorer. You can download the MSN Explorer software from the following MSN Web site:

When you install the MSN Explorer software and then log on to your MSN account, your POP3 MSN e-mail messages are migrated to the new MSN Hotmail system.

MORE INFORMATION
If both of the following are true, then you are using MSN Explorer:
You start MSN and a "butterfly" icon appears by the clock on your computer (the "System Tray").
You right-click the butterfly icon, click System Information, and the number next to MSN Client is 6.00 or greater.

Thanks for that, although we are using Exchange 2000 to distribute the email to all of the clients.

After you upgrade to Windows XP from a Microsoft Windows 98, Microsoft Windows 98 Second Edition, Microsoft Windows Millennium Edition (Me), or Microsoft Windows NT 4.0-based system, you may experience any of the following behaviors:
During the upgrade procedure, the Windows XP Upgrade report displays the following information:
...
[red]Microsoft Exchange Inbox is not Windows XP Compatible.[/red]
CAUSE

This behavior may occur because Windows Messaging is not supported in Windows XP. Microsoft Mail postoffice and mail icons are removed during the upgrade process.
RESOLUTION
For local workgroup mail functionality, you may want to use Microsoft Exchange Server. This requires a Windows NT or Windows 2000-based server, or Microsoft Small Business Server (which includes Exchange Server).

We do use Microsoft Exchange Server as the clients profile. Even if we send an email to our selves it won't show up in the Inbox until we open and older item.
 
Have you taken a look at your outlook settings?
Check the properties of your Exchange Server service, General tab if "Check connection automatically at startup" is checked (or sth similar)

It might be too simple to be seen... [pipe]
