Outlook 2010 Cache Mode not Syncing

I have a user with Outlook 2010 who when the run in cache mode they can not receive any new mail without exiting out of Outlook and coming back in. I have tried to delete the ost file and then have it recreated when the user logged back in but it still does not resolve the issue. Right now I have disabled cached mode as a workaround but I need to get this fixed. Any suggestions on what could be causing this? Also, this is a 32-bit Windows 7 machine.

I don't know much about Outlook.

However, make sure outlook is not running offline. (right bottom corner).

When Outlook 2007 or Outlook 2010 is running in Cached mode, users do not see some new e-mail messages.
