Outlook 2007 encoding Japanese

I have a client who is having problems with their Outlook 2007 client encoding incoming Japanese e-mails. Here's the problem: When receiving e-mails from time to time, the characters will be jumbled. When checking how the message has been encoded, it's set at UTF-8. But when we change the encoding to something else, and then back to UTF-8, it works perfectly. It's the strangest thing. This doesn't happen to all incoming Japanese e-mails, just some. Any ideas on what's going on?
