Outlook 2003 will not send email

I have installed Outlook 2003 on a new laptop with the latest service packs etc. I have imported email succesfully from old laptop. The problem is when I click on the Send/Receive Button nothing happens. I checked event viewer and it reports:
Source Outlook
Category None
Event ID 27

The Operation failed

Is this a corporate or home environment ?

Like paulha said, more info - did you set up a pop3 or Exchange Server account successfully?

It's a home/office enviroment on a peer to peer network running on pop3.
