Outlook 2003 on CITRIX Metaframe XP 1

I installed office 2003 on both my Windows 2003 CITRIX servers running Metaframe XP. Only Outlook 2003 is problematic.

I have Outlook installed on one of the servers. The other server has Outlook XP. The XP version works fine for domain users and admins.

Outlook 2003 will run locally and via ICA sessions for the administrator that installed it only. All other users receive the following message:

"Cannot start Microsoft Office Outlook. The program is not registered properly. Please run Setup again."

I did just that. Made sure the Terminal Server was in user /install mode and reinstalled Outlook.

I previously followed the post regarding fixing ICA connections to Outlook 2003 by removing the HKLM\Software\Citrix\CtxHook\AppInit_DLLS\speedscreen\ registry settings.

What do I need to modify to let domain users use Outlook 2003?

Additional Information: I'm using the Office Profile Wizard to create user .ops files in their home directories. Is there something I need to change in this item? Thanks.
 
I have installed Outlook 2003 many of times on Metaframe XPe and MPS 3.0 without any issues.
However, I did not use any .ops files but I did do a custom transform file.
I ran the pro11.mst (or w/e the pro mst file is) and modified user settings on it to create the exchange profile.

I had no issues what so ever. The only thing I suggest is that when the installation starts...remove any User name or initial entries on the startup screen.
This will prompt the end-user to input their username or initial at startup of any Office product.
