Outlook 2003 not sending via SMTP/POP but receiving

I am not sure why my outlook will not send via SMTP. When I go to test the account, it says that it works fine (sending and receiving). But when I create a test message and try to send it, it just tries until it times out and the message is never sent. I get the error message
Task 'mail.mypop.com - Sending' reported error (0x800CCC0F) : 'The connection to the server was interrupted. If this problem continues, contact your server administrator or Internet service provider (ISP).'

One problem I have seen is that people try and SMTP to a company/server that won't accept their mail.
I have an email account through my college and i can use a pop client (outlook) to download my mail. But in the server selection I have to list my ISPs server for the smtp. So my settings look like this:

POP Server - imail.mohave.edu
SMTP Server - mail.uneedspeed.com

My ISP's SMTP server accepts emails without any kind of authentication, because they know I am in their network. Check with whomever provided your POP email account. They should be able to explain it to you.
 
Thanks for the reply - the problem is resolved (it works now and I don't know why)...
