Outlook 2003 not receiving HTML messages

I am using Outlook 2003 SP2 as a mail client with Exchange server. When some users receive HTML emails, Outlook converts to Plain text. I tried navigating around various options in Outlook to see if there was a way to keep messages as HTML when they are received but to no avail. Any help? Thanks.

Is the Tools-Preferences-Email Options, then "Read all standard mail in plain text" checkbox that is checked off?

I left that unchecked since I thought it would ONLY allow me to view all messages in plain text. Am I correct or wrong in this assumption?
