Outlook 2003 - Meeting reminder being changed to that of recipient

Outlook 2003 - Meeting reminder being changed to that of recipient.

Windows XP SP3
Office 2003 SP3

User creates an appointment and invites several other users. Everyone accepts the invite. Here comes the weird thing. If sender chanes the reminder from her default (1 week) to something else, like 3 days, the reminder sticks and all invitees get the same reminder, 3 days.

But, if the sender doesn't change her own default (1 week), all the invitees do not get a 1 week reminder but the reminder changes to their own default (15 minutes).

Is this the way Outlook works by design? it's the only way it has wrked for me since user brought it up, but she swears that she has had the 1 week default forever and she has not always changed it to something else.

Has anyone heard about this problem?
 
Not sure how helpful this is but…

In our department we have noticed that if I leave my default (15 minutes) reminder or change it to some specific value, like 1 day, than everyone in the meeting gets the same time reminder. BUT, If the reminder is set to NONE than each attendee gets their default reminder in their outlook calendar.

Also I can modify the reminder or availability (out of office, tentative, etc) and SAVE without impacting the group. But if I SEND UPDATES again, for whatever reason, then they get my reminder and availability settings as described above.
