I have checked settings tried some tweaks, but for some reason outlook 2003 will not connect using rpc over http/s. I have verified the server settings and the client settings but everytime I try to connect outlook tells me the exchange server is unavailable.

Could BES be causing a problem? I have BES installed on he exchange 2003 server because there is only 8 blackberry users on the network.

You said in one of your early posts that you replaced the old server with a new one. Does the new server have a different name, and are you using cached mode in Outlook? Also, and this may sound like a stupid question, did you repoint the client to the new server? If you are using cached mode, try turning that off.

Make sure that the cert is not a local cert server on the network and a valid cert authority on the Internet. Ran into this same headache a little while back.
