Outlook 2003 -- blocked attachments?? 2

I now understand that Outlook 2003 blocks me from sending and receiving certain attachments. I am interested in over-coming this restriction by renaming my attachments.

MS suggests that you: "Request that the sender rename the file name extension and then resend the attachment to you. After you receive the renamed attachment, you can rename the file with the original file name extension."

How do I do this?

For instance, Outlook is blocking my outbound .url attachments when I use Internet Explorer: "File," "send,"link by email..." I never get the chance to rename the attachment. It just blocks it, before I can attach and send it.
 
If you Zip the file this will overcome the problem as well.
Outlook deems .zip(s) to be safe

hello

if you are just trying to send a web address via email, you dont have to go File > Send > Link by email

it might be an obvious solution but why not just copy and paste the address from the address bar into the email?
