Outlook 2003 Advanced Rules 1

Here is my goal.

To use Outlook 2003 rules that will look at a new email and compare the address with those in my address book. If the email address is not in the book I would like to return the message to the sender with a note requesting them to call me to be added.

Is this possible? Everything I have found so far points to the fact that actions can only be taken if the email is in the book versus taking action if it is not.

How about creating a rule as follows:
Start from a blank rule
Check messages when they arrive
Next (warning that will apply to every message)
reply using [blue]a specific template[/blue]
Except if sender is [blue]in a specified[/blue] address book
