Outlook 2002 not sending Email

I'm on a network, and I have had one user inparticular not being able to send email on his first try. In fact, if he sends it to himself, he doesn't receive it.

But, when he resends the email to anyone, no matter what the email, it will then go through.

I was wondering if this is a problem with the email program on the computer... Or the network server itself...
 
It would help if you gave more info on HOW the user is setup, and WHAT network server you are talking about.

The emails are all running on an Exchange server, separate from everything else.

The user has his own account, as they all do, and has no problem sending emails elsewhere, at least from what I've seen in his Sent items (with him standing behind me.)

Then when exactly does he have problems sending? To himself only?
 
No problems elsewhere...

Only to himself, yes.
 
Hum ... and why is that a problem?
Sorry if I am confused, but why would anyone send to himself anyway, and find that a problem?
 
To test and see if his account was working correctly.
