Outlook 2000 Standard Toolbar gone, how do I get back?

One of my staff accidently removed/deleted the standard toolbar, File/Edit/View/Favorites/Tools/Actions/Help, which usually sits above another toolbar, New/Print/Move to Folder/Reply/Forward/Send/Receive

I have read the help areas, but they ask you go to the Tools or View option, which of course, I don't have to do so. Would someone please tell me how to get them back. Thank you in advance for any help on this.
