here's my problem. In my project file the end date can flucuate. As the final date changes, the preceeding steps must move to keep the same amount of time between each step. I'm rather new at project so any simpley worded help is appreciated.

Not sure what your question means.

Do you mean:

1. Durations remain constant but start date moves to reflect the equivalent change? For example original end Jan 15, original start Jan 1; new end Jan 25 so new start is Jan 11.

2. Start date is fixed; a change in the end date extends or contracts durations to reflect the change in the end date?

 
apologize for the confusion.

The durations should remain equivelant. The end date drives the train, just as you described in #1.
