Outgoing Call Timeout

So the Chairman of my firm is 88 and takes his time dialing the number and the telco timeout kicks in. The phone company is saying the timeout is at the max already. Is there a way on an MICS 6.1 system to avoid picking up a line until at least say 9 digits are dialed (we have 10 digit dialing here)?

what type of lines are you using?
One thing you can do is set up his phone for pre-dial, as opposed to off hook.
 
They are set up as E&M lines. How would I set it to pre-dial? Thanks for the help - he is driving me nuts! :)
 
Another thing you can look at is Interdigit Timeout. It specifies how long the ICS will wait between user dialed digits. It's programmed in Routing Services.
