I have that how is it going to help me configure Voicemail.. Essentially i need voicemail to outpulse a specific CLI so the SIP proxy will allow the call...

how did you get this working, im having the exact same issue with the same provider?
 
1. I created a second SIP URI on the same SIP line.

2. I Set the local URI, Contact and Display name settings on the new URI to "Use Authentication Name".

3. Gave the URI a unique line group ID I used 25.

4. Created a new Short code for dialing out the new URI:

Code: 7N;
Feature: Dial
Telephone Number: N"@bwas4.global.voip.mcleodusa.net"
Line Group ID: 25

5. Set the out calling feature up to use the new short code instead of the default 9N or w/e yours is.

You can monitor the outcalling in the voicemail client under voicemail queues and watch your active calls with SSA, when you test i would recommend doing both.
