Outcalling on Partner 5.0

Good afternoon, I am trying to set up outcalling on extension 24. I wired this phone recently and it is working properly, and the user has set up his voicemail box, but when he selects option 6 to set up outcalling, it says that's an invalid option.
After reviewing several posts here, does it make a difference using ext. 24? I saw TouchToneTommy mentioned 24-27 may be used for voicemail ports? If so, how do I determine what ports are being used for those voicemail ports?
Next, what procedure do I use to allow outcalling on that extension? Internal callers can make any outside call, local or toll, and outcalling is already working for other mailboxes. The key system is a Partner ACS 6.0.

The system Administrator must set up outcalling on that extension. Login 99# then you must follow the prompts.
