outbound transfer on cics with startalk vm 1

I have a customer with a Nortel CICS and Startalk Voice Mail. I was wondering if it is possible to give them an auto attendant menu option to transfer out to a cell phone. Also, does the startalk support a day and night auto attendant menu. Thanks!
