Lets say we have 3 T1's each from a different provider. Provider one is accessed by dialing 9. Provider 2 is accessed by dialing 81 and provider 3 is accessed by dialing 86. The reason we do this is that we represent ourselves differently in terms of caller ID plus for fault tolerance reasons plus we make lots of calls to the middle east and asia so sometimes one carrier is better than others. What I was asked to do was to create some sort of system whereby outbound calls are load balanced across these outgoing circuits. Let's say we want every other call to hit the next carrier's T1 and we want them to dial 9. I have a full voip cs1000. Is this possible?

Of course it's possible. You have a NORTEL machine.
I think there are many ways to resolve your problem.
If all your T1 are the same ISDN you can put them in the same Round Robin Rout.
