Outbound email size limit at 4mb Exch 5.5 Enterprise

Upgraded Exchange 5.5 Standard to 5.5 Enterprise - now outbound email size limited to approximately 4mb., even though the restrictions are either higher, or wide open.
Any help appreciated.
