Outbound calls work for some, not all 3

Opt11 4.5 DID range 3100 - 3199
Phones programmed with extensions inside DID range cannot make outbound calls. Returns fast busy tone. D-Channel message shows call rejected.
Phones programmed outside of this range can call out without problems
I can program a phone with 31xx and call fails, change key 0 to 32xx and success. D-Channel message shows call processed.
Same phone same TGAR and NCOS. Same with local and LD calls.
I am at a loss guys. All help is appreciated and i am feeling generous with stars...

Changed to UNR but did not work...

3109 does work
3110 does not work
3160 does not work
3184 does not work

Out the phone that doesn't work. Copy from a TN that does work and change Key 0 and see what happens.
 
all phones were created from the same template.
i am testing all of these lines on the same 1140e offsite.
i am changing the key 0 on the set to the lines in question

Is it possible this is not the DN at all, but the PRI is only allowing a certain number of calls. For example, making 50 attempts from 3102, will is succeed 50 times? 50 attempts from DN 3100 - will it fail 50 times?

Try your CLID this way, as a test. You're right - it should not matter since some DNs work. But for whatever reason, nothing is adding up.

Just a thought here but try taking the TGAR off the phone and dial the access code to the route and see if the call will go through. Just to eliminate it as being a BARS problem. I'm assuming no type of outbound call will work from these DN's, right?
 
Way ahead of you, i am dialing raw access code + number instead of 9.

After I thought about my last post I'm thinking that it was a dumb idea, just a thought though. The thing is you are not sending out the DID # on CLID so why in the hell is it rejecting the call on some? Very strange problem indeed.
 
Agreed. I have already contacted the carrier, they are supposedly looking into it now. Meanwhile this company is operating on inbound calls only. and they are not happy (lucky me)
