My customer has an IP406V2, rel. 4.2 (17), and their ARS table shows 1N=1Nsi[10-digit number]. This number is displayed on 99% of cell phones and home phones, but a few home numbers recognize calls from this customer as a blocked number, and the customer hears a message like "this number cannot accept calls from blocked numbers".

This problem must be with the settings of the home phone number, right? As stated before, the vast majority of land-based and cell phones show the correct number.

is it always the same people that can't get the calls or does it only happen intermittent?
Are the calls local or LD?
This is nothing that the IPO does I bet except if you have any other shortcodes in the ARS that not send the number, for example 1N; and you call LD to the people. Trace the call in SSA under the PRI Trunk and the "trace all" option and you will see what it sends and if it still doesn't come out the other end call the line provider.

Thanks Joe. I'll check the SSA. It's always the same numbers that give the "blocked numbers" message.

could be a line provider problem when they interface with each other, but try to ensure that teh IPO is not sending anything via a different shortcode in the ARS.
