Out of Office is not working

I am using the exchange (2003) server as storage only. All the users download their emails on their desktop (outlook 2003) and push them to their mailbox on the exchange server. The out of office works internally since they are using the exchange server to email each other internally. When people on the outside emails them, the out of office is not working.

The out of office and allow automatic reply are checked.

Any suggestions?

as I already stated.. they are enabled..
 
Interesting. Are your user's configured to authenticate to their outbound SMTP server within the Outlook client?
