Out of Bandwidth msg on Cisco 7960 IP phones

We are experiencing an intermittent error on our VoIP phones stating Not enough Bandwidth and not allowing calls to go through. I thought I had this setup so local calls went to the PSTN circuit. Why would I get this error and how do I fix it? I'm not getting a lot of clear response from my search on the Cisco site.
 
There's a feature called Locations. It's defined in either the phone profile or Device Pool. Each location has a maximum amount of bandwidth assigned to it. When too many calls are going between the phone's location and others, the CCM will block the call. Your local PSTN gateway is probably not defined in the same location as the phone. You need to make sure all devices for that site are in the same location.

Since the CallManager has no way to actually know the amount of available bandwidth over WAN connections, they created this location feature. When configured properly, it insures you don't exceed the amount of bandwidth available.
 
We have one site in Burns Oregon that has two computers and two phones. They have the same T1 bandwidth as everyone else. Why would they get the same message?
 
With just 2 phones at that location, you probably don't need to worry about bandwidth. Remove the location setting from those phones and gateway and the problem should go away. Remember, the CCM doesn't know how much actual bandwidth you have. It uses the location settings to prevent excessive use. If the locations aren't set properly, the CCM could block calls for no reason.

 
As Hmmm said it is a location bandwidth limit that you are reaching. Check your bandwidth setting but make sure your qos and circuit type is capable of handling added calls before you bump it up.
 
Is a H.323 gatekeeper a different box than the publisher or subscriber? I'm a little confused. I have placed the correct route patterns in call manager so local calls would route to the pstn route. I don't think this is what is happening. Are we missing something?
 
Yes a h323 gatekeeper is a router that also can do call admission control.
 
Can someone explain to me if I have the correct route patterns, route list, and route groups setup, why would I get the out of bandwidth error while trying to dial a local number? Is this error coming from the router at the site trying to complete the call due to a configuration error? I'd like to know where this error is coming from. That would help. Thank you for all the input. I have put the locations back in place since they are critical for the outbound call from a phone to know which gateway to go out, right?
