Out dialing issues with ars and aar and faxes

I have an Aura system with multiple switches and multiple locations. We use ISDN Pri's for our public network and we have ISDN's tying our systems together for a private network. We use AAR between our switches to keep costs down. A huge problem we have been having since the dawn of time, is when sending faxes from one switch port network to another switches port network, half the time they do not go through. If it has to make multiple hops through our data network we have problems with connections. All our calls try to use AAR first for routing on our private network, then they go out through our public network based on least cost routing. I've set up partition groups for routing calls, but they still follow our AAR pattern first. Does anybody know how I can set up routing for certain phones to dial out locally and others to use our AAR? I thought the partition groups would work, but they have not. Or does somebody finally have a fix for faxing problems that Avaya has not told us?
 
Are the users dialing a 10/11 digit number for faxes and you convert it to an AAR code? Partition Routing should do what you want.
