Out calling to cell phone from Star Talk mail box

I need to have the required digits necessary to out call from a mail box to a cell phone using line pool.
So Far:
The 2 ports on the star-talk are not resricted
The 5 lines in the line pool are not resricted
The class of service is (1) which alows out calling
Notification is turned on (the hours are 12:00am to 12:00pm)
The mail box has been taken out & installed several times
Both the C.I.C.S. & the voice mail have been rebooted

The Star Talk isn't capable from calling out from a mailbox. It can send a message notification only.

The CCR is able transfer out, but not a mailbox.

You need a CallPilot to transfer a call from a mailbox.
