OT: Calculating Meridian 1

My apologies for OT. I have scanned the internet universe and haven't found this. May be my search parameters aren't great, but.....

Does anyone know how to calculate meridian? That's the time when the Sun is perpendicualr to the earth for a particualr longitude and latitude. High Noon, kind of. It changes everyday for every location.
