Hi,

I woulk like to know how to Use the passive-interface command to advertise the VLAN 5 without activating hello exchanges.
If I do
passive-interface vlan 5
this will prevent hello exchange but how to advertise then without exchanging hello.

also is advertising a loopback interface without hello exchange going to be the same

You can passive the interface and then just issues a network command in your ospf config.
 
But won't network command exchange hello again?
 
If you make an interface passive but have a network statement for it then the router will include the network in the database but will not form adjacencies on the interface. So it will advertise the network out of other interfaces that aren't passive.
Typically you would make user VLANs passive to stop hellos being sent to users and also to stop adjacencies being formed over user VLANs'. For example if you had two Layer-3 distribution switches connecting to a Layer-2 access switch and running HSRP/GLBP on the User VLAN for gateway redundancy. You would make the VLAN interface passive but add a network statement for it.
