OSN Key for 911 1

I'm setting up a phone for our security and programmed an "OSN" key to receive user information when someone calls 911. We have this set up at other locations. We tested calls to "911" but nothing registers on the OSN key. Does anyone know how to activate the OSN Key?

the "Emergency Services Access" documentation list some steps. such as after the phone is configured you do a edd than in ld 24 you configure the esa block and the osdn prompt.
