ORACLE DATABASE-ORACLE FORMS

i am installing oracle9i as database and oracle6i as developing tool
i have install both on my computer but my form builder is not connecting with the data base


my question is HOW WE CONNECT ORACLE FORMS OR ORACLE REPORTS WITH ORACLE DATABASE

Have you set up the tnsnames file in your FORMS installation?

i think i did not set up the tnsnames file while installing form

now how can i set up tnsnames file

and what i do after that please give me a detail senario
of solving this problem
