Oracle 9i Developer Suite,Error Invalid staging area.

Hi,
to All

i tried to install downloaded Oracle 9i Developer Suite on a intel base Windows 98 but during begining of installation this Error is showing

Invalid staging area.There are not top level component for windows 98 avialables for installation in this staging area.

RAM 128 MB

please give idea,why this kind of error is coming.

iDS is not supported on W98. 128 Mb is minimal requirement for Forms/Reports to start them, not to work.
