Option 81C to ShoreTel Product

Hello,
I am currently working on implementing a Shoreline ShoreTel system with and Option 81C (R25) via ISDN/PRI. I have built a D, a RDB, and trunks for this application. My D is set up as NI2, and the route and trunks are NI2, DID. This is the only way, it seems, that the two would talk.
My problem is that when I dial a local call,ie: 9,303-477-xxxx, off the ShoreTel, and TRAD the trunk on the 81, it shows the digit dialed to be: 9303477xxxx, but the 81 only routes the last 4 digits,(routes it to ext 7620). If the last 4 digits of the phone number Do Not happen to be a live extension, the call gets routed to the Attendant.
Not sure if there is some absorption going on, or if this application will even work. If anyone has an idea on how to get an Option 81C to work in tandem, then please respond. Thanks in advance!!
 
Change the route type from DID to Tie.

As DID the switch uses the lenght of the number in the LDN to decide how many digits to use.
 
I am currently trying different configurations with TIE route and trunks. I would like to set the IFC to NI2 on the RDB and the D-channel. It will take on the D, but when I change it on the RDB, it prompts me for CBCR, then RTN. I don't have a service route, if that's what it wants. Is there anyway to bypass this, or build a B.S. route to make that prompt happy?
