Option 81 Connecting to a Tandberg Gateway

I have programmed the option 81 for NI2 and the trunks as DID and I green up to the equipment. The problem is I can not dial out of the Tandberg or dial in using 7 digits. I have tried to program as TIE trunks but the system will not green up. The TANDBERG has 3 settings which are National ISDN, AT&T Custom and Euro ISDN. Please advise.
 
the fact that it will not stand up on tie does not balance. green is layer one.. but..

how are you trying to send digits? ac plus an spn? dsc's? what do you get when you acod plus? did you dtn the trunks?

More on this problem from the CPE vendor:

The D channel will only come up under NI2/National when we set the T1 u as a CO line. However, we cannot dial ISDN into or out of the PBX. I understand the correct way is to program the T1 as a TIE trunk to get inward and outbound ISDN dialing to route to the CO. However, NI2 is not a switch emulation option for TIE trunks on this switch. We cannot get the D Channel to come up under 5E/AT&T.
 
My question is: Can we enable trunk to trunk dialing for this particular trunk without making it a TIE line?
 
yes you can use trunk to trunk with did or cot.. i have several application that come in on a cot and go back out on a ioa did.. as well as a couple of 800 dnis inbound that go back out on the same route
