Option 11 T1 Trunk Busyout Rollover 1

I have a Option 11c and we are connecting a Cisco VoIP Gateway via a CAS T1. They problem is that when the Gateway Puts the DS0s in BUSYOUT STATE, the PBX sees the ds0s in busyout but for some reason it continues trying to route outbound calls to it. Is this a fault in the firmware or should it NOT function like this. When the T1 is shut down it does rollover to the next carrier with no problem.

no that is a sofware issue, if all channels are busy it should roll

Do you have a sample Configuration to make sure everything is setup properly? System is on latest release so it's odd that it would be a software issue. It's probably setup improperly because this is pretty standard telecom performance.
