opt 61 rls 25 pri problem 2

we added 6 admin lines to pri. they are changed to dn's in the switch. these appear as either scn or scr on several phones each as key 03 OR key 04.the problem is that when an admin line is busy it hunts to operator. they want it to busy out. any suggestions?
