Openview Event Config Error

I'm getting the following error when trying to view the Event Configurations box.

"unable to lock D:\openview\conf\C\trapd.conf
Either it doesn't exist, or another Event Configuration process is already running."

I've reset the server several times and I'm still getting the message. Anyone know what might be the problem? Thanks for any help. PS, I'm running v6.2
