Opening Multiple Instance of AutoCAD version 13

I recently updated one of our AutoCAD version 13 stations with a new computer and Windows 2000 operating system and lost a very valuable feature. Multiple instances of AutoCAD could be opened allowing the user to work across several drawings on the old system. I have searched the internet high and low for information on the subject with no results. Any direction, thoughts or solutions would be appreciated.
 
I could be wrong, but I was under the impression that r13 didn't support multiple-document-interface. Anyway, try typing "sdi" (single-document-interface) at the command line and enter "0" and see if that works.

You may be right, but I have been using r13 on the old machine for nearly two years opening multiple files. After the process of installing and testing different versions of Voloview by Autodesk for one of my clients, I was able to open multiple files from an explorer window. I assume the Voloview installation(s) modified an autocad configuration file or something in the registry files. I was just hoping someone knew what it may be. I tried to reproduce the affect by installing the same versions of Voloview with no results.

I tried SDI at the command prompt... it is not a recognized command in r13.

What I already knew from experience...
R13 is capable opening multiple files by running multiple sessions (each in its own window). R13 is not capable of opening multiple files in one session and does not have an options setting for SDI.

What I have learned since posting this post...
On my old computer... A new session of AutoCAD was opened everytime I double clicked on a drawing file in windows explorer.

On the new computer... One session of AutoCAD is used everytime I double click on a drawing file in windows explorer. It prompts me to save changes to an already open drawing file (if there were any changes), closes the drawing file and opens the new drawing file in the same session. But... I just realized, I can run multiple sessions by double clicking the acad.exe for each session I want to run.

I now realize my problem now seems to be with how windows launches AutoCAD from window explorer. I need it to launch a new session when I double click on a drawing file.

I guess I probably need to hound a few forums for Windows solutions... or better yet do what I know everyone reading this post is thinking... get an AutoCAD upgrade.
